Florence Dean has been a practicing attorney for more than 30 years, devoting most of her career to senior counsel positions at the New York City Transit Authority, including serving as the Executive Assistant General Counsel for the General Law and Contracts Division. In that capacity, she was responsible for general litigation, labor and employment law and related litigation, construction and commercial disputes, constitutional issues, and contractual and transactional matters, including those relating to the Authority’s multi-billion dollar capital program. She handled litigation concerning various policy matters, including major competitive bidding issues and challenges to fare increases and service changes. Ms. Dean also was responsible for a Special Investigations Unit that was tasked with pursuing fraudulent claims in the areas of Workers’ Compensation and No-Fault. In addition to litigation in federal and New York State courts, she has participated in mediations and alternative dispute resolution proceedings. Prior to her public sector practice, she was an associate with a law firm, representing airlines, healthcare providers and universities in employment discrimination and labor relations matters. While an associate, Ms. Dean had the opportunity to represent public agencies in connection with project development activities on the West Side of Manhattan. She is currently developing a practice as a neutral in alternative dispute resolution proceedings.
Florence Dean received her B.A., cum laude, from New York University, where she was selected for membership in Phi Beta Kappa. She was awarded her J.D. degree, cum laude, from the State University of New York at Buffalo, where she served on the Law Review.
